Most Meta accounts don't fail on targeting — they fail because testing, scaling and retargeting share one campaign, so nothing can learn and nothing can be diagnosed. This sheet maps structure templates by spend, CBO versus ABO rules, consolidation thresholds and the exclusion map that stops audiences bidding against themselves.

One campaign, one job — lab, factory and retargeting never share a budget

The highest-leverage structure rule is not a targeting trick: it is that a campaign can only have one job. A lab exists to isolate a variable (usually creative) with a fair read. A factory exists to buy efficient conversions from pieces that already earned their place. A retargeting campaign exists to cap frequency on a small pool. Mix those jobs under one budget and you get a blended CPA you cannot act on — the scaler starves the test, or retargeting soaks cheap conversions until frequency blows past 2.5–3. Write the job in the campaign name (TEST, SCALE, RTG) so a teammate cannot 'optimise' the setting without noticing the mismatch. If you cannot name the job in one sentence, default to one ABO ad set until the sentence exists.

Ad-set count is a 50-event maths problem, not a strategy preference

Each ad set needs on the order of 50 optimisation events a week to exit learning. Divide last week's actual purchases by 50 and that number is the maximum living ad sets this account can honestly support — ABO or CBO will not save a structure fatter than its event volume. Six ad sets with one hook each teach you which cell got lucky on delivery; six ads in one ad set teach you which hook won. Creative volume belongs inside the ad set as ads, not as new ad sets. CBO versus ABO is a job choice, not a sophistication ladder

ABO locks spend on each ad set so a slower cell still gets a fair read — that is the testing tool. CBO moves spend toward whatever is converting today — that is the scaling tool. Using CBO during an audience test starves the slower-starting stack and you will call it a loser. Using ABO on a proven scaler locks equal budgets after the question has already been answered. Do not flip a live campaign from ABO to CBO in place; that edit reassigns how spend moves and typically restarts learning. Duplicate the winner into a separate CBO factory and leave the lab untouched. Advantage+ shopping is a more automated cousin of the factory, not a substitute for a lab that still has a hypothesis in it.

Then use the CBO/ABO matrix to assign a budget type to each campaign job, the consolidation thresholds to decide when to merge rather than add, and the exclusion map so cold, warm and buyers stop bidding on the same person.
