Treating them as one audience with one budget and one frequency cap is why retargeting performance looks inconsistent — you're actually averaging five or six different behaviors into one number. Split them out and each one becomes predictable and easy to budget for on its own.
Why frequency ceilings differ so much by audience type
A small, high-intent pool like a 7-day add-to-cart audience burns through impressions fast — the same 500 people see your ad five times in two days if you don't watch frequency, and CTR collapses well before a broad cold audience would ever show fatigue. A larger, cooler pool like 180-day site visitors can absorb far more frequency before performance dips because the pool itself is bigger and less saturated. Setting one frequency cap for every warm audience means you're either capping your best-performing pool too early or letting your weakest one burn out unnoticed.
How to size the warm budget as the account grows
Small accounts should keep the warm/retention split thin — there simply isn't enough warm pool yet to justify a large allocation, and most of the budget belongs in cold prospecting to build that pool. As total spend grows, the warm pool grows with it, and the profitable move is to let warm and retention slowly claim a bigger share, because CPA in these audiences runs a fraction of cold CPA.
